Modeling and Enhancing Interagency Cooperation for the benefit of Integrated Security

Abstract

This project focuses on the analysis of decision-making behavior in matters of defence and security with an impact on integrated security, through the systematic study of methods in the construction of tools to support interagency cooperation, both permanent and temporary.

The Nacional Defence Strategy (2012) (based on the National Defence Policy) proposes the improvement of the Armed Forces' capabilities regarding interoperability and integration capacity, as well as the present challenges for each of the Armed Forces dialog with the need for compliance in relation to dealings and interaction with other diverse State structures. It involves the creation of public policies aimed at solving previously identified problems, as well as public policies capable of absorbing the dynamics in transition in the field of defence and security. In addition, the actors involved must apply CT&I fundamentals for the elaboration of public policies, taking into account the understanding of the behavior for whom it is intended and offer products that generate purposeful results in accordance with the demands of society.

Therefore, our project is part of modeling and improving the coordination and cooperation of agents participating in interagency operations in different theaters, where military personnel cooperate with each other and with other actors, such as police units and civil institutions. These lessons can also be applied both in internal and public security and in cases of natural disasters in which the theme of integrated security is relevant, as well in actions involving public and private actors. State intelligence, through integrated intelligence plans, is related to this project precisely because it integrates defence and security in common strategic objectives regarding the State's ability to ensure the good use of information and processes.
