Brazil's CBRN agenda: obstacles and potential for the construction of a national interagency policy

 

Abstract

The project originates from the perception that the legacy of CBRN learning, knowledge and capabilities developed during the major events could not be lost. Like any area of knowledge with direct application in the social fabric, CBRN needs not only the continuity of academic research - and increased relevance among scholars of international relations and political science with an emphasis on Defence -, but mainly the allocation of resources for purchasing materials, maintenance, training and recycling of professionals, in addition to the overflow of scientific research for society. It is known that, in Brazil, the CBRN area has traditionally been dispersed in edication, health, science and technology, defence, biosecurity, bioprotection etc. Likewise, the legislation that affects the area is diffuse, with no single regulatory framework dealing with the theme in an integrated manner. This reality is also verified when analyzing the response plans against accidents or incidents involving CBRN agents. To a large extent, the existing documents are guided by the area of activity of the proposing agency. It makes them, separately, incomplete and somewhat fragile in their execution, insofar as they count on the success of the performance of another responding agency to be successful. The merit of the project is that it represents an unprecedented effort in the CBRN area to promote network thinking. It is understood that the very inter and multidisciplinary nature of the area demands the approximation and coordination of what could be called CBRN knowledge islands in the same space, for the exchange of ideas. Such space is proposed here in the form of a project that integrates military and civil higher education institutes, directly and indirectly linked to the theme of Defence in their daily research.
