Defense, Security, and Environment: Brazilian actors and perspectives in the face of common global challenges

 

Abstract

How is Brazil’s defense policy formulated and implemented to address the growing environmental challenges, especially considering the process of securitization of the international climate change regime? By seeking the answer to the question stated, this project aims to contribute to the production of scientific knowledge, while having the ambition to influence politically and foster the awareness of decision-makers of Brazilian institutions, as well as society in general, in order to strengthen the public debate for the formulation and implementation of more appropriate, effective, and plural public policies. To achieve its objectives, the project is divided into three main stages, which complement and articulate each other, while simultaneously allowing a work with the scope that the nature and complexity of the theme require, without losing sight of the commitment to innovation and further development that are inherent duties of quality scientific work. At first, it seeks to understand the environmental challenges, the construction of the international regime and Brazil’s role. A second stage is reserved to investigate the process of defense policy formulation on issues related to the environment, the actors involved and their perspectives, including those who are marginalized from the decision-making process. Finally, since one should not make the mistake of treating Brazil as an isolated case, studies of Brazil in a compared perspective to other countries become desirable. Despite the relationship of these stages, each of them has a specific objective, which leads to research designs and methodological tools appropriate for each moment, such as process tracking, critical discourse analysis and comparative case study.
