Foreign Policy, Defence and Development: interpretations, means and ends in the pursuit of Brazil's role in world politics
Abstract
What ways, means and ends does Brazil have to build an interpretation of national interests and reach them? Based on the concept of Grand Strategy, this project’s goal is to analyse conceptually and empirically the articulation of public policies aimed at domestic development and Brazil 's role in world politics. This study, therefore, is based on four main dimensions: 1- theoretical-conceptual dimension, in which the concept of grand strategy will be analyzed, its application to countries with less relative capabilities in an asymmetric international system (as is the case of Brazil ), as well as which public policies in which areas make up a grand strategy; 2- dimension of the formulation of the grand strategy, which will address the main actors that influence the formulation of the policies that make up the grand strategy, the actors who were marginalized from the decision-making process, institutional mechanisms and channels of dialogue aimed at the formulation of the grand strategy; 3- an empirical dimension in historical perspective, which will investigate the content of Brazil's current grand strategy (if any), taking into account the moments when the country was able to formulate and implement a grand strategy; and 4- comparative dimension in the South, which will provide a greater empirical context when contrasting Brazil with other countries with an intermediate position in the world power hierarchy but which intend to be influential in international politics, such as India, South Africa, Mexico and Turkey.
